A Singaporean executive who deluged a government agency with thousands of e-mails after encountering poor service has been charged by the authorities in what could be a test case of "cyber-rage." He sent more than 7,500 messages to three computer servers of the Housing and Development Board (HDB) in just over two and a half hours. 20 May 2000
