- UK - Home Office ad to protect kids online banned for leading to porn

A Home Office radio advert aimed at protecting children from sexually explicit material online has been banned because it could direct listeners to pornographic sites. The Home Office has apologised for the advert. The Advertising Standards Authority (ASA) has ruled that the advertisement should not be played again after complaints that it could lead to listeners accessing pornography through the advertised child protection web address.
- US - Anticrime group calls for laws to curb 'cyberbullying'

A national anticrime group has urged Congress to pass new laws targeting the practice of 'cyberbullying,' a growing problem the group says will plague at least 13 million American children during the next school year. Mean, threatening, or embarrassing messages delivered online and via portable devices like cell phones are a 'pernicious threat that awaits our kids when they go back to school,' Utah Attorney General Mark Shurtleff said at a press conference hosted by Fight Crime: Invest In Kids, a nonprofit advocacy organization composed of 3,000 police chiefs, prosecutors, law enforcement leaders and crime victims.

Parents are to get safety advice on networking websites such as MySpace to protect children from paedophiles who could use the sites to 'groom' victims. The Child Exploitation and Online Protection Centre (Ceop) will run a series of workshops in UK for parents, children and teachers. Ceop said it was concerned that children were posting personal details on so-called community sites.

Auf den Handys von Schülern in Bayern waren in der letzten Zeit gewaltverherrlichende und pornografische Videos gefunden worden. Der Netzbetreiber zeigt sich besorgt darüber, dass Kids solche Inhalte geradezu "spielerisch" weiterverbreiten können. Die T-Mobile-Hotline zum Thema jugendgefährdende Videos und Bilder auf dem Handy ist ab sofort täglich zwischen 8 und 20 Uhr unter der Rufnummer 08 00/3 38 87 76 erreichbar. Die Anrufe sind kostenlos. Besorgte Eltern und Pädagoden sollen sich in Kürze auch auf einer Website informieren können.

The Australian Communications and Media Authority has released a guide for mobile chat providers on how to make their services safer for children.The Guide to the Implementation of Safety Measures in Mobile Services recognises the benefits that mobile chat services can bring for communications and social networking, but also provides information on the small but real risk of mobile chat services being used to facilitate illegal contact between children and adults.

EUROPE DIRECT is a free telephone and e-mail service which citizens can use from anywhere in the European Union to find answers to questions they may have about the EU and EU-policies, such as those in the field of Internet safety.

Teachers feel uneducated about protecting children from inappropriate websites and do not know who they should to turn to for advice, new research reveals. Research by telecommunications provider, BT, found that 70% of teachers did not know where to get advice if they suspected a child was being exploited on the internet or had accessed inappropriate material, such as pornography. Teachers were so concerned that more than 80% of those surveyed said they wanted internet safety included in the national curriculum.

Ofcom has published the results of detailed research to assess the extent of children's media literacy in the UK. Ofcom defines media literacy as the ability to access, understand and create communications in a variety of contexts. The audit focuses on the four main digital media platforms - digital television, digital radio, the internet and mobile phones. Over 1,500 children aged 8 to 15 plus their parents were interviewed for the research.

The Council of Europe Group of Specialists on Human Rights in the Information Society (MC-S-IS) held its 4th meeting on 9-10 March in Strasbourg. Bullies are increasingly using the internet to terrorise teenagers outside of school, a survey suggests. More than 10% of UK teenagers said they had been bullied online, while 24% knew a victim, the MSN/YouGov survey found. The increasing popularity of instant messaging services and e-mail among children means bullies can now reach their targets at all hours.

Dr Rachel O'Connell, The director of the Cyberspace Research Unit at the University of Central Lancashire, said it should be compulsory in schools. Askaboutgames.com is being launched by the UK games industry trade body, the Entertainment and Leisure Software Publishers Association (Elspa). It is a response to controversy over the type of content children may be exposed to in games. A recent survey found that parents often let children play games, even though they knew they were 18-rated.

Over three quarters of people in the UK do not know how to properly protect themselves online, putting themselves at risk of attack from internet criminals, according to the Get Safe Online campaign. An ICM poll of 1,000 internet users, commissioned to support the campaign, reveals that millions of UK internet users do not understand threats to their computer or how to protect against them, while 42% rely solely on friends and family for online safety advice rather than seeking advice from experts.

The Irish Internet Advisory Board (IAB) has called on parents to get involved in the new media world of their children, to share it and enjoy it. The IAB made its call at the start of its three week awareness campaign called "Get With IT!" The campaign's aim is to make parents aware of how new media works and encourage them to engage with, and use, new technologies with their children. This will help keep children safe when they are using technologies from digital games, mobile phones to the computer.

Children are routinely putting themselves at risk on the internet. Many children seem unaware of the dangers - nearly half have given personal information to someone they met online, 30% have made an online acquaintance and a worrying 8% have had a face-to-face meeting with someone they first met on the net. The research paper is the final report of the Children Go-Online project, a two-year study into internet use and abuse, based on face-to-face interviews with 1,511 children and young people aged nine to 19. Parents were also questioned. The LSE research was supported by the media regulator Ofcom, the children's charity NCH, and the internet service provider AOL. Funding came from the Economic and Social Research Council.

Internet-illiterate parents could leave their children on the wrong side of the digital divide, researchers have said. Many parents lack the skills to help their child's internet use, a London School of Economics study has said. It said 85% of parents surveyed wanted stronger laws to clamp down on internet pornography. And one in five said they did not know how to help their children use the web safely, according to the UK Children Go Online report.

Rund 655.000 Euro investieren die beiden Landesmedienanstalten Rheinland-Pfalz (LMK) und Nordrhein-Westfalen (LFM) und als kleiner Partner das Europäische Zentrum für Medienkompetenz (ecmc) in das Projekt Klicksafe. Das Projekt wird im Rahmen des EU Safer Internet Action Plan noch einmal mit derselben Summe gefördert. Es ist das größte Einzelprojekt aus dem Förderbereich 'Awareness' aus dem Safer Internet Programm und Teil eines europaweiten Netzes solcher Medienkompetenzprogramme unter dem Titel INSAFE (Internet Safety Awareness for Europe).

Le guide Musique et film : Adopte la Net attitude a pour objectif de donner des conseils pratiques aux jeunes internautes, pour leur expliquer comment partager et télécharger des fichiers sans se tromper. Les ados sont nombreux à créer leur blog, mais aussi à télécharger, voire à partager des musiques et des films sur l'internet. Pour autant, ils ne sont pas toujours au fait de l'état du droit en la matière et n'ont pas forcément en tête les précautions à prendre. Le guide "Adopte la net attitude" vise donc à donner les règles à suivre pour respecter les droits de propriété littéraire et artistique, à expliquer comment fonctionne l´économie de la création et comment éviter d´attraper des logiciels espions. Le guide est volontairement neutre et équilibré dans les positions qu´il prend et raisonne à "droit constant". Il est diffusé à 450 000 exemplaires en version papier auprès des jeunes.

Issue 1 of Ofcom's Media Literacy Bulletin has reports on recent events, including a seminar on emotional and political literacy and the media, run jointly by Ofcom and Bournemouth University's Media School. There is a summary of the key findings from Ofcom's recent major reviews of the research literature on the media literacy of children and young people by Professor David Buckingham and on adult media literacy by Professor Sonia Livingstone. Also Paul Whiting, project director of the Independent Mobile Classification Body (IMCB), writes about how the IMCB will operate and Scott Walker from British Music Rights explains why he thinks copyright awareness is a key aspect of media literacy.

Auf der CeBIT wurde die Initiative "Deutschland sicher im Netz" konkretisiert. Durch verschiedene Maßnahmen sollen Anwender über die sichere Nutzung des Internet informiert werden. Vertreter der beteiligten Unternehmen Microsoft, T-Online und CA legten eine Roadmap vor, auf der die für dieses Jahr geplanten Schritte aufgeführt sind. Für Mai 2006 wurde bereits ein Gipfel angekündigt, in dessen Rahmen die Fortschritte dieses Engagements dokumentiert werden sollen. Basis für den Vergleich sind aktuelle Zahlen einer Studie von AOL und NCSA, wonach 20 Prozent der Rechner mit Viren und 80 Prozent mit Spyware beziehungsweise Adware verseucht sind. Im Mai 2005 soll die "Aktion Kinderschutz und Medienkompetenz" eingeleitet werden, in deren Rahmen Kunder, Jugendliche, Erziehungsberechtigte und Pädagogen über den sicheren Umgang mit dem Netz informiert werden sollen. Die Basis soll das Portal www.infernauten.de bilden. Im Juni steht dann der "Sicherheitscheck" auf dem Programm, in dessen Rahmen zehn Millionen Internet-Nutzer direkt erreicht werden sollen.

MSN announced the re-launch of Websafecrackerz.com, its Internet safety site designed by teens for teens to help promote the importance of safe surfing. The site has been revamped to offer information on a greater range of issues and to give it more appeal for 14-16 year olds. It features a new section focusing on mobile internet safety, identified as a growing area of risk for teens, and includes an e-zine which looks at personal safety online, technology issues and laws relating to the Internet.

Die Broschüre präsentiert Ergebnisse einer Onlineumfrage des Portals Blinde Kuh, einer vom Bundesministerium für Familie, Senioren, Frauen und Jugend geförderten Suchmaschine für Kinder.

The Minister for Communications, Information Technology and the Arts, Senator Helen Coonan, said that advances in technology are increasing the risks that children will be exposed to illegal and offensive content. Australia joined the international 'Safer Internet Day' to help parents and teachers better understand the risks faced by children when dealing with new technology and teach children how to use the Internet safely. Senator Coonan praised Safer Internet Day and said that such initiatives are 'vital' to make the Internet a safer place for children.

On 8 February, Safer Internet Day will be celebrated by 65 organisations in 30 countries across the world from Australia to Iceland, and Russia to Singapore. Safer Internet Day 2005, held under the patronage of Information Society and Media Commissioner Viviane Reding, features an Internet adventure storytelling contest for children in 19 countries and 16 languages, to be judged in June 2005. Safer Internet Day is part of a global drive by awareness-raising partners to promote a safer Internet for all users, especially young people. It is organised by the European internet safety network INSAFE, which is coordinated by European Schoolnet and co-funded by the European Commission?s Safer Internet Programme. Other Safer Internet Day activities include conferences, the launch of Internet literacy programmes in schools, media releases on radio and television and the launch of several new Safer Internet websites.
