EU - Coordinator for the second assessment of the implementation of the Safer Social Networking Principles

The Commission has published an ex ante advertising for a negotiated procedure for a contract of a total value below €60.000 for "Coordinator for the second assessment of the implementation of the Safer Social Networking Principles for the EU " We look for one researcher to assist the Commission with carrying out a second assessment of the implementation of the Safer Social Networking Principles for the EU. The main tasks to be carried out would include: develop a methodology for the second assessment of the implementation of the Safer Social Networking Principles for the EU; adapt the methodology to the different types of social networking platforms signatories to the Principles; coordinate a team of national researchers who will implement the methodology and ensure quality control of their work; write a report on the main findings of the second assessment of the implementation of the Safer Social Networking Principles for the EU. The contract is for work up to 100 days to be carried out over a period of 12 months, with a maximum total value of 50.000 €. Deadline for submission of expression of interest: 7 May 2010.

EU - Call for Experts: Positive online content

Ex-ante advertising for a negotiated procedure for a contract of a total value below €25.000. Deadline: 15 April 2010. We seek to contract 2-3 persons to help the Commission in the drafting of 1) guidelines to be used by potential producers and providers of online content aimed at giving children and young people positive experiences and 2) criteria for carrying out a competition within this field. The contracts are for work of up to 9 days to be carried out over a period of 4 months (June through September 2010), with a maximum total value below 5000€ each.

EU - Testing and refining criteria to assess media literacy levels

As part of the European Commission's development of a media literacy policy, the Commission is seeking assistance in the form of an experts' study on the analysis and testing of the media literacy assessment criteria set in the 2009 study on assessment criteria for media literacy levels. The study will be a close follow-up of the previous one; however it will have more of a practical approach. The main goal is to analyse and test out the criteria detected in the previous study and to get in-depth and concrete results on the media literacy levels of European citizens. (The European Commission will provide the study team with the assessment criteria for the analysis and the testing of the media literacy levels). was adopted by the Commission on 28.5.2009. The 2009 call for proposals was published in the Official Journal C132 of 11 June 2009. The deadline for receipt of proposals is 19 November 2009 - 17:00. No substantial changes have been made to the final text of the Work Programme and call for proposals compared to the draft versions previously published.
EU - Study on benchmarking of parental control tools

Open call for tenders. L-Luxembourg: study on benchmarking of parental control tools for the online protection of children 'SIP-Bench II'. 2009/S 109-156522. The objective of this study is to help end-users (notably parents and child carers) to choose the most appropriate parental control tool that best fits their needs. This will be done by means of 6-monthly objective, vendor/supplier-independent expert assessments of products, tools and other systems and services that allow users to control children's access to inappropriate content online. : Journals and Repositories. Tenders for both areas of research must be received by the Max Planck Digital Library by 17.00 on Tuesday 17 February 2009. PEER (Publishing and the Ecology of European Research), of which STM is a partner, will investigate the effects of the large-scale systematic depositing of authors' final peer-reviewed manuscripts (so called Green Open Access or stage-two research output) on reader access, author visibility, and journal viability, as well as on the broader ecology of European research. PEER is supported by the EC eContentplus programme.

EU - L-Luxembourg: language barriers in the information society

The study should investigate how the language affects the accessing, understanding and exploiting of online services and content: what are the (lost) opportunities that could be seized by offering the content and services in the language of the user? What are the remaining technical, institutional, economic and cultural barriers for cross-lingual access? What are the expectations of the users in terms of language coverage? The study should describe, by solid quantitative indicators, how the multilingual dimension is currently addressed in the online domain, identify problems, trends and provide recommendations for the future. The new Directive on Audiovisual Media Services will facilitate the cross-border development of on-demand services, notably for the services provided online. The eParticipation Workprogramme was adopted by the Commission and the Call for Proposals has been launched. The deadline for receipt of proposals by the Commission is 4 October 2006. An Info Day will be held on 31 August in Brussels. eParticipation is a Preparatory Action which aims at harnessing the benefits of the use of Information and Communications Technologies for better legislative processes and better legislation at all levels of governmental decision making, and for an enhanced public participation in such processes.

Call for tenders. Framework contract for services in support of information and communication initiatives related to information society and media policies (Deadline: 30/09/2005). DG Information Society and Media needs rapid access to professional specialised resources needed to assist in conceptualising and implementing its Communications Strategy, providing services, and helping to exploit a number of communication channels/tools (for print, internet and audiovisual) in synergy. The intention is to select a range of specialised contractors (or consortia led by a main contractor), most suited for delivery of the wide variety of specialised support services sought. EU - Calls for proposals for Daphne II

Two new calls for proposals have been launched in the framework of Daphne II, for specific projects on the one hand (deadline 4 March 2005) and for projects aiming at the dissemination and the use of existing results on the other (deadline 1 April 2005). Among projects which may be supported are developing indicators on violence and related data collection, including virtual violence: accessing, downloading and manipulating, in a degrading way, pictures of women and children as sexual objects via the Internet.

EU - Safer Internet calls for proposals

Reopening the continuous submission scheme for the Call for proposals for indirect actions under the Multiannual Community Action Plan on promoting safer use of the Internet and new online technologies (2003 to 2004) (Safer Internet Action Plan). The call for proposals published in the Official Journal of the European Union C 209 of 4 September 2003,on page 31 indicated as the final deadline for receipt of proposals under the continuous submission scheme: 15 June 2004 at 17h00. This continuous submission scheme is reopened and a new final deadline is now set for receipt of proposals: 29 October 2004 at 17h00 (Luxembourg local time). Proposals will therefore be considered until this date. The European Commission also published a call for proposals for pilot projects in the field of self-regulation on 4 August 2004. EU - Feasibility study on European research into private international law, civil law and law and civil procedure

Feasibility study on the creation of a structure/network to increase European research into private international law, civil law and civil procedure from an EC point of view. The main purpose of this study is to compile an inventory of research being carried out at present in the Member States in these fields. It should describe the scope of this research work and initiatives currently underway to create a network and instigate cooperation between various institutions involving several Member States. The inventory will also consider issues such as the dissemination of research findings, resource pooling, defining priorities, and how ideas and experience can be of benefit to and shared between different Member States and with other university disciplines. The study will then suggest ways of increasing the role research plays when policies are being drawn up in Europe, and political decisions taken, and will propose various methods of achieving this (e.g. creation of a European institute, opening a specialist section in an existing institute, creation of an international association or a university network). This study will take place with the creation of a European judicial area in civil matters in view. Final date for obtaining contract document and additional documents: 6.10.2004. Final date for receipt of tenders: 15.10.2004.
EU - Huge response to first call for proposals under security research

The European Commission has declared the response to the first call for proposals under the Preparatory Action for security research as 'a strong signal of the strong support for a European coordinated action in the field of security research, by all stakeholders in the field.' The Preparatory Action, with a budget of 15 million euro for 2004, will help prepare the way for a security research programme. The first call for proposals closed at the end of June following the submission of around 175 proposals. The proposals request funding of 200 million euro in total, although only 14 million is available for the call.
EU - Impact of free/open source software

Impact of free/open source software on innovation and the competitiveness of the information and communication technologies (ICT) sector in the EU. Prior information notice. The study should analyse the economic impact of free and open source software (F/OSS) on the structure and dynamics of the ICT sector in Europe, as well as in the overall economy. The study should first draw the current picture with regards to the market share of F/OSS in the global and European software market. It should then analyse the economic impact of the projected deployment of F/OSS in the ICT producing sector in Europe. Moreover, it should analyse the dynamics and the innovation potential that the proliferation of F/OSS could bring about in the European economy (including in the IT producing and using sectors, and the society overall); the study should project the prospects for F/OSS in the short and long-term future, should describe different scenarios and identify relevant policy challenges. In this respect, it should seek for relevant competitive advantages of the European IT sector in this field, and should explore how such advantages could be further leveraged.
