EU - Commission progress report on electronic signatures

The reluctant take-up of electronic signature tools is slowing down the growth of trade in goods and services via the internet, says the Commission in a
progress report
. However, growing use of electronic ID cards and the use of e-signatures in e-government services, such as on-line income tax returns, are expected to drive demand in the future. The report also confirms that the 1999 Directive on a Community framework for electronic signatures continues to provide, for the moment, a valid basis for electronic signatures in the internal market.

Electronic-Signatures (e-Signatures) are a vital part of creating an environment of trust in which electronic commerce (e-Commerce) is encouraged and promoted. They also provide citizens with new and effective methods for communicating with government bodies and agencies. The American Chamber of Commerce to the European Union (supports the work of the European Union in this area and welcomes the review of the legislative framework that is currently underway. In anticipation of the European Commission's report to be published later this year, we would like to draw attention to some issues that we believe should be considered in the context of the Directive.

EU - Legal and Market Aspects of Electronic Signatures

Report of the European Commission project on legal and market aspects of electronic signatures. This study is performed by the K.U.Leuven (Katholieke Universiteit Leuven). Project manager Jos Dumortier, Professor at the Faculty of Law and Director of the Interdisciplinary Centre for Law and Information Technology (ICRI). For the legal aspects he worked together with his research fellow Patrick Van Eecke and with Georgia Skouma of the IT Law Unit of the law firm Landwell (Bogaert & Vandemeulebroeke, Brussels). For market and technical issues Professor Dumortier was assisted by Hans Nilsson and Stefan Kelm. They are well-known technical experts in electronic signatures and related standardisation and implementation issues.

UK - URU joins authentication service fray

A service is being developed that will help businesses check the identity of people they are dealing with - without increasing the number of places where personal data is stored. Unlike Microsoft's Passport and the Sun-led Liberty Alliance Project, where users create an online identity by providing personal details to the service, which then authenticates them, the new service, called URU, uses information already existing to verify an individual's identity.
