Negotiations between Microsoft and the U.S. Department of Justice to settle and forestall further legal action broke down on Saturday, with each side accusing the other of insisting on unreasonable demands. One source close to a state investigation said Sunday that "I can't imagine anything now that would stop the suit from being filed." Microsoft plans to release Windows 98 to PC makers on Monday, and the U.S. Department of Justice, along with 20 states, likely will file sweeping antitrust lawsuits accusing the company of using its operating systems dominance as leverage to monopolize other high-tech markets.

After a split 3-3 ruling on Monday, the Minnesota Supreme Court reverted to an appeals court decision declaring the state has jurisdiction to sue the owner of a Nevada-based Web site for falsely advertising on histhat Net gambling is legal anywhere in the United States.
